Analytic Software Solution Minimizes Barriers to Homeland Security Data Fusion Full PPT Presentation

Washington, DC. (December 12, 2007)
An immediate software solution to many of the problems plaguing development of homeland security data fusion centers was outlined at the ISS World (Intelligence Support Systems) Conference when it convened this week outside Washington. "The fusion centers’ goals of breaking down barriers and fostering information sharing and collaboration among federal, state, and local agencies are vital to our security," noted Kent Steen, Executive Vice President of IxReveal™. "The biggest problem is that the fusion centers are premised upon establishing a physical location to overcome legal, technical, and jurisdictional barriers."

Citing a recent report from the Congressional Research Service, Steen said "this approach usually has been slow and costly due to untrained staff, relocation costs, clearance issues, and overwhelming 'info-gluts' of data – much of it incompatible. Under the current system used by the Department of Homeland Security," he noted, "cooperating agencies must be connected at the data base level, raising inherent concerns around liability and security of sensitive data among agencies."

"Effective fusion collaboration does not require physical co-location or access to secure data," he explained, "in order to mine and exchange data for threats a far less expensive and more effective alternative approach already is available," according to Steen, "through uReveal,™ next-generation text-analytic software that transcends current search and BI technologies. uReveal is manufactured by IxReveal and introduces a patented technology which offers the only ‘plug-in’ product that:

  • empowers analysts to automatically read for concepts in massive quantities of unstructured and structured data – uncovering indicators, warning, patterns, trends, anomalies, and exceptions; and
  • links analysts without molesting existing IT infrastructures, quickly enabling them to exchange important indicators and warnings at the concept level through a simple web portal or email. Agencies monitor their own data, but the indicators, warnings, and alerts can be readily and securely available to all participants."

"With uReveal," Steen continued, "data structures can be created at every level, then shared by collaborators and revised based upon new priorities, data, experiences, perspectives, and insights from collaborating agencies. The software already is used by some federal intelligence organizations," he continued, "and now is being adopted by criminal and homeland security analysts in local police departments, with rapid, dramatic increases in efficiency, as well as the ability to share data externally and overlay local developments with national trends." Local uses include monitoring critical infrastructure sites, monitoring chatter/incidents regarding suspicious travel documents, international crime gangs, hate crimes, and impersonation of law enforcement personnel.
